Starting a blog is very easy. This can be done in two ways. One by choosing a blogging service provider like Blogger or Wordpress and second self hosted.
The easiest if you dont own a website for yourself is to get an account with Blogger or Wordpress.
For that just goto blogger.com or wordpress.com and register an account for yourself.

Next step would be to write in telugu. Even that is easy with tools like lekhini available. For this you would need to get yourself acquainted with RTS Rice Transliteration Standard, which is nothing but the way of writing telugu in english alphabets.

You would also want a few fancy things on your blog like a badge to display the number of visitors to your blog, your feed/photos link, link to other blogger friends etc.

Thats it. But believe me above all the most important way to attract visitors to your blog is to have nice content in there ;)
